INVITATION FOR EXPRESSION OF INTEREST AND PREQUALIFICATION OF QUALIFIED CONTRACTORS

FOR

The Design-Build of the New Demerara Harbour Bridge and Available Financing Options for the Demerara Harbour Bridge

 

The Government of Guyana, through the Ministry of Public Works wishes to embark on the construction of a new 4-lane, high-span fixed bridge in the vicinity of the current location and which terminates at Nandy Park on the East Bank of Demerara. The New design of the Demerara Harbour Bridge will not require opening or retraction to allow for maritime traffic and will be built with a life span of at least 50 years.

The GOG will consider options under various models including Design-Build (D-B) and Build-Operate-Transfer (BOT) or any other model.

Responses to the EOI and Pre-Qualification should contain adequate information to be used by the GoG to determine:  

  1. The optimal model to pursue: D-B or BOT (including all variants including DBFO, DBFM, DBFMO)
  2. Sufficient detail to guide the final form of the Design-Build contract associated with the selected                         model
  3. Conceptual design and preliminary costing
  4. Proposals to maximize local content including local firms, suppliers, and labor
  5. The allocation and integration of responsibilities between the GoG and the Contractor or Sponsor, including finalization of:
    1. The road alignment on each side of the river to minimize its impact and achieve an early completion date
    2. Responsibility for the final environmental studies and permitting
    3. Definition/clarification of the remaining technical studies to be completed and associated timeframe
    4. Expected schedule for completion of (i) the preliminary steps to start construction (pre-construction), (ii) construction timelines including the deadline for completion and start of commercial operations.
  6. The legal and financial framework that will govern the new bridge
  7. Method of removing and relocating existing bridge

The response to this EOI/Prequalification will be used pre-qualify firms that are interested in participating in the proposed works.  ONLY firms responding to this EOI/pre-qualification, that are pre-qualified, will be eligible to respond to a Request for Proposals (RFP) based on the final model selected (BOT or D-B).

Other information:

  1. Interested Parties are required to register and uplift the EOI/Pre-Qualification document that which contains the required information to be submitted in the EOI /Pre-Qualification submission.  A fee of GY$100,000 is required on registration.
  2. Upon registration, interested parties will be able to access relevant documents and studies including the Final Feasibility Study of 2018. 
  3. Any Requests for clarification may be sought up to 7 days prior the closing date for the submission of EOI’s/Pre-Qualification. 
  4. The Government will conduct a virtual workshop for interested parties prior to the deadline for receipt of EOI.

The Ministry of Public Works, Government of Guyana invites all interested parties to submit their Expression of Interest to the National Procurement and Tender Administration Board, Ministry of Finance, Main and Urquhart Streets, Georgetown, Guyana by 14:00 HRS ON FRIDAY DECEMBER 4TH 2020 for any of the above-mentioned financing options.

 

EOI’s must be received by 2 PM on Friday, December 4th, 2020 and must be submitted to NPTAB. All other inquiries to be submitted to the Ministry of Public Works:
