CONSULTANCY SERVICES FOR CONDUCTING A FEASIBILITY STUDY AND PREPARING DETAILED DESIGNS FOR THE CONSTRUCTION OF A BRIDGE OVER THE CORENTYNE RIVER CONNECTING SURINAME AND GUYANA

 

REQUEST FOR EXPRESSIONS OF INTEREST

The Governments of the Republic of Suriname and the Cooperative Republic of Guyana have jointly agreed to construct a bridge over the Corentyne River to connect the two countries in a way that will enhance trade and cultural exchanges between the two countries and the rest of South America.  The Bridge will span the Corentyne River from South Drain, Suriname to Moleson Creek, Guyana taking advantage of the most economical and efficient land and maritime routes.   

 

The Project is a major priority for both the Governments of Suriname and Guyana. This was reiterated by their Excellencies, President Chandrikapersad Santokhi and President Irfaan Ali when they met in Guyana on August 9, 2020. 

 

The Ministry of Public Works (Suriname) and the Ministry of Public Works (Guyana), the Implementing Agencies, now wish to procure consultancy services for the Conducting of Feasibility Study and Preparing Detailed Designs for the Construction of the Bridge Over the Corentyne River and Approach Roads Connecting Suriname and Guyana.

 

The objective of the consultancy is to conduct a feasibility study including environmental and social impact assessments and prepare detailed designs, drawings, cost estimates and bid documents for the construction of a bridge linking South Drain, Suriname and Molesen Creek, Guyana. The duration of the assignment is expected to be for a period of about 12 months.

 

The Ministry of Public Works (Suriname) and the Ministry of Public Works (Guyana) now invite interested eligible consulting firms to submit Expressions of Interest for the provision of these consultancy services.

 

In the assessment of submissions, consideration will be given to technical competence, qualifications and experience, local and regional experience on similar assignments, financial capability and existing commitments. All information must be submitted in English. Further information may be obtained from:

  • Address 1 in Suriname between 07:00 and 15:00 hours Monday to Thursday and between 07:00 and 14:30 hours on Fridays. (Suriname time is -3 h GMT)
  • Address 2 in Guyana between 09:00 and 16:00 hours Monday to Thursday and between 09:00 and 15:00 hours on Fridays. (Guyana time is -4 h GMT)

 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

 

Three hard copies and one soft copy of the Expressions of Interest must be received at both Addresses 1 and 2 in Suriname and Guyana below no later than 11:00 hours on Monday, February 15, 2021.  The sealed envelope containing each submission should include the name and address of the applicant and shall be clearly marked “Expression of Interest – Consultancy Services for Conducting a Feasibility Study and Preparing Detailed Designs for the Construction of a Bridge Over the Corentyne River Connecting Suriname and Guyana”.

 

Following the assessment of submissions, a short-list of not less than three and not more than six applicants will be provided with full terms of reference and invited to submit technical and financial proposals to undertake the assignment. The Governments of Suriname and Guyana reserve the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not short-listing any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
