Parika To Bartica Schedule

After representation was made by residents of Bartica to the Hon. Gail Teixeira, Minister of Parliamentary Affairs and Governance, who also holds the portfolio of geographical Member of Parliament (MP) for Region 7, further consultations were made to the Management of the Transport and Harbours Department (THD) to revise the ferry service as per normal in keeping with the current review of COVID-19 measures.

Based on a successful consultation, Honourable Minister of Public Works, Bishop Juan A. Edghill wishes to advise the public of the following schedule below, which takes effect from Monday, October 5, 2020 and continuing.

To facilitate passengers, vehicles, and huskers, there will be A SPECIAL TWO-WAY SERVICE TOMORROW FRIDAY, OCTOBER  2, 2020, departing Parika to Bartica at 5:00 a.m. and from Bartica to Parika departing 12:00 noon.

We wish to thank all of our customers and the general public as we look forward to providing an efficient service to you.

PUBLIC TRAFFIC ADVISORY

Traffic Disruption at intersection of Avocado Place and Mandela Avenue

 

The Ministry of Public Works wishes to advise the public that the intersection at Avocado Place and Mandela Avenue will experience minor traffic delays from Thursday, 01 October, 2020 to Tuesday, 06 October, 2020. The closed intersection will be re-opened to traffic on Wednesday 07 October at 06:00hrs.

This disruption is to facilitate road extension activities on the western carriageway under the Sheriff Street Mandela Avenue Road Enhancement Project.

Motorists desirous of accessing Avocado Place are kindly asked to use Front Road or other suitable alternative routes during this exercise.

Pedestrians and motorists are asked to exercise caution and observe all directional and safety signs in the area.

Attempted Theft of Copper Conductors

Min. Edghill calls on Residents to Protect State Assets

Hon. Bishop Juan Edghill condemns the act of attempted theft of Copper Conductors and is calling upon residents to protect State assets.

It has been brought to the attention of the Ministry of Public Works today that persons have being attempting steal the copper conductors used to power the street lights along the declared Public Road within the Paradise to Strathspey section of the East Coast of Demerara.  As a result of this, the area would have experienced lack of illumination prior to the reconnection of the conductors.

The Ministry of Public Works sincerely apologies for the inconvenience caused and is therefore, calling upon public spirited citizens to report any acts or suspicion of vandalism to the Ministry’s Public Relations Department via telephone on 592- 227-0799, Facebook at Ministry of Public Works, via email  at ministryofpublicworkgy@gmail.com or the nearest Police Station.

The Ministry wishes to condemn the actions of the perpetuators at this time and ask that they refrain from destroying much needed safety features for our road users and pedestrians.

Title ‘New Board installed at NPTAB’

(September 29, 2020) The Ministry of Finance National Procurement and Tender Administration Board (NPTAB) has come under new management, and Minister of Public Works, with responsibility for Finance, Honourable Bishop Juan Edghill has charged the Board to ensure contracts are awarded in a timely manner.


So far, Mr. Tarachand Balgobin has been appointed temporary Chairman of the Board, while Mr. Bernard Lord, Mr. Desmond Mohamed, Mr. Omar Narine, Mr. Steve Ninvalle, Mr. Mark Conway and Ms. Gloria Beharry will serve as Board Members.


Minister Edghill congratulated the team, who he was keen to note, has hundreds of years of experience when put together. Nonetheless, the Minister laid out his expectations for the new board. He explained, “Your job, primarily in the first instance, would be to uphold the high principles of ensuring transparency, accountability, competitive bidding, good governance, value for money and ensuring that you create an architecture that is free from corruption.”


In addition, Minister Edghill told the team that he anticipates the timely awarding of contracts to boost the implementation of projects’ percentage. On that note, the Minister of Public Works tasked the new board to review the evaluators attached to NPTAB, with the view of ensuring that the work is done promptly. He explained that time delays may be occurring at the evaluating level and must not be allowed to continue. Furthermore, Minister Edghill pointed out that these evaluators must be reminded that they work for the Government of Guyana and not for contractors, hence a full review of staff will be conducted to stamp out “skullduggery”.


The new temporary Chairman, Mr. Balgobin and Board Members expressed thanks to Minister Edghill for demonstrating confidence in them and vowed to fulfill their duties in the best of their abilities.

Title: Minister Edghill expressed dissatisfaction at the state of deterioration of the Linden Markets

(September 28, 2020) - Hon. Bishop Juan Edghill, Minister of Public Works along with some of the newly appointed councilors of Region 10 conducted a walk about to have first hand knowledge of the issues affecting the residents of Linden especially in the vicinity of Wismar and McKenzie markets; the central hub of commercial activities.

Vendors expressed their congratulations to Minister and encourage him to meet with them on a more formal setting so they can share their plight and vision for the markets in Linden.

Minister Edghill told the vendors that he will arrange with the Regional Democratic Council to have a forum where the Mayor and Town Councils can meet and come to an amicable agreement on the upgrade and improvement of the markets.

Title ‘Put political preferences aside for the development of our Region'- Minister Edghill

(September 28, 2020) Minister of Public Works, Honourable Bishop Juan Edghill today attended the swearing in ceremony for the newly appointed Regional Chairman and Vice Chairman of Region 10, along with Regional Councillors.

Minister Edghill, during the ceremony held at the Watooka Guest House in Linden, charged the newly appointed Executives to work in the best interest of the Region at large and to put aside Political preferences. He noted that certain areas, such as health, education and assistance to the elderly are non-negotiable and that these should not be politicized.

The new Chairman of Region 10 is Mr. Deron Dams and the new Vice Chair is Mr. Douglas Gittens.
Sixteen new Councillors will also serve the Region.

The Minister of Public Works congratulated the new appointees and noted that success is determined by vision and competent leadership.
He explained that the Government stands ready and prepared to work with the Region towards its development.
Further, Minister Edghill said the Administration stands willing to extend a hand of cooperation.

Minister Edghill used the opportunity to inform the citizens that several initiatives have been put in place to significantly impact life in Region 10.

The Minister made specific reference to policies which will energize and kick start forestry as a means of livelihood for Lindeners.
He explained that communities will benefit from concessions and the reversal of Value Added Tax (VAT) on machinery. Additionally, work will be done to open new road from Kwakwani to Orealla, Minister Edghill pointed out.

Lindeners were glad to hear that new housing areas will be developed and made available to young people. To top it off, VAT on housing materials have been revoked to make construction costs less burdensome.

Meanwhile, the new Regional Chairman committed to work tirelessly towards the development of the Region. He applauded the outgoing Chairman for his good work and noted that he looks forward to partnering with the Government.

Title: ‘Guyana’s transformational development agenda discussed with Airline owners and operators'

(24th September, 2020) Minister of Public Works, Honourable Bishop Juan Edghill today charged members of the Aviation Association to “dream big” as tremendous opportunities are available for the sector.

Minister Edghill, who is the subject Minister for Aviation, was at the time attending the Annual General Meeting (AGM ) for the Aircraft Owners Association at Ogle Airport Inc (OAI) held in the Departure Lounge of the Airport.

It was during the feature address, by Minister Edghill that he outlined the plans for expansion and development in at least seven sectors inclusive of agriculture, mining, forestry, manufacturing, tourism, petroleum and ICT. He also pointed out to his audience that huge opportunities exist for engagements by the aviation industry.

The Public Works Minister highlighted the robust approach of the PPP/C Administration in facilitating development, and pointed out that within 40 days of the new administration he has taken to Cabinet for no-objection, the application for the importation of at least seven new aircraft and the establishment of two new airstrips.

Furthermore, he was keen to note that not only will new airstrips be established, but funds will also be directed towards the maintenance and development of all airstrips.

The Minister’s remarks were welcomed with a loud applause from the aircraft association. Nevertheless, the Minister signaled his intention to have Amerindian locals benefit from these works, by issuing contracts to them to ensure the airstrips remain clear and properly lit to transport emergency cases, as the need may arise.

It was on this note that Minister Edghill decried the issue of the theft of solar panels and called on locals to desist from this malpractice.

Meanwhile, Chairman of the Ogle Airport, Mr. Michael Correia congratulated Minister Edghill on being elected to serve as Minister of Public Works and said he anxiously looks forward to collaborating with the Minister for the development of the aviation sector.

Also present at the OAI’s Annual General Meeting was Director General of the Guyana Civil Aviation Authority (GCAA), Colonel (ret'd) Egbert Field, Air Transport Management Director, Saheed Sulaman and several other staff of the GCAA.

Title: MARAD is being realigned, repositioned and restructured to facilitate Guyana’s transformation and development; more particularly with the advent of oil and gas

On Wednesday, September 2nd, 2020, at a meeting with the senior management, the Honourable Bishop Juan A. Edghill, Minister of Public Works announced the appointment of Mr. Stephen Thomas as the new Director General of the Maritime Administration Department (MARAD). Ms. Claudette Rogers was repositioned as the Adviser on Maritime affairs.
 
The administration was tasked to conduct a review of all its systems and functions, within the next 10 days, as well as to assess the capacity and skill sets of its employees. The announcement of the new appointments as well as the policy directions that were given were warmly received by the management, rank and file workers.
 
Various members of staff expressed gratitude for the role Ms. Claudette Rogers played and wished her well in her new role as Advisor while remaining a member of the Senior Management Division at the Administration.
 
Similarly, words of welcome were offered to the incoming Director General at every engagement held.
Hon. Bishop Juan A. Edghill held separate meetings with senior management at his office, staff at MARAD’s headquarters and the boat house officers at Stabroek.
Mr. Stephen Thomas, who is well positioned to facilitate this new policy direction comes to the portfolio with key experiences and educational background such as:
• Mr. Thomas served over three decades in the ports and maritime sector, with the majority of it being as a senior officer with the Transport & Harbours Department (T&HD) and the Maritime Administration Department;
• Mr. Thomas Served as Cadet, Mate and Captain on T&HD and other companies’ vessels;
• He possesses intimate knowledge of the various maritime and riparian communities, their culture and economic activities;
• He’s familiar with the port and maritime issues throughout Guyana and the major stakeholders;
• As Harbour Master, Mr. Thomas was responsible for the management of all the harbours in accordance with the Transport & Harbours Act.;
• He assisted T&HD in such areas as surveying their vessels, investigations, training of shipboard crews, and generally advise management on an ad hoc basis;
• May 2016 - “Developed the Preliminary Design Proposal for a Ferry Vessel” for the Government of Guyana;
• 2010 – Developed and prepare the National Maritime Search and Rescue Plan for Guyana;
• 1995 – Chairman of Committee that was responsible for examining and approving the dredging of the Berbice Ships’ Channel and the development of the Berbice Deep-Water Shipping Facility.

(September 8, 2020) – The Sheriff/Mandela project. Works recommenced since August 22.
 
With the People’s Progressive Party/Civic coming into office, Honourable Bishop Juan A. Edghill, Minister of Public Works, in his first week in office addressed the issues of the stalled Sheriff/Mandela upgrade Project funded by the Inter-American Development Bank and executed through the contractor Sinohydro. As a result of that intervention, works commenced on August, 22, 2020.
 
Minister Edghill has repeatedly emphasized proper contract management and timely execution of works, while ensuring value for money is the new order of the day.
Drainage works, road widening works and bridge structures are currently being addressed.
 
A visit today by the Ministry of Public Works found fours workstations from Sheriff Street to Backroad stretch, at each section there are COVID-19 sanitations and isolation booths for the workers.
 
At each work site there is a health and safety representative who facilitates frequent checks on workers and or visitors. The contractor is required to adhere to the following site rules before a staff and or employee goes on the work site.

2. Temperature check
3. Handwashing
4. Bins
5. An isolation Zone
6. Employees and visitors are always required to wear face masks.
The project’s Occupational Health and Safety Plan that was prepared to address the Covid-19 situation, identifies isolation protocols for suspected cases in keeping with the Ministry of Health Covid-19 Protocols.

Minister Indar meets delegation from Eastern Airlines
 
(10th September, 2020) The Minister within the Ministry of Public Works, Honourable Deodat Indar today met with a delegation from Eastern Airlines to discuss possible expansion of services to the Guyanese market.
 
The team comprised of Chief Executive officer of Roraima Airways, Captain Gerald Gouveia, Senior Director of Sales and Marketing, Eastern Airlines, Mr. Josh Bustos and Director of Airport Security, Eastern Airlines, Mr. Eric Staples.
 
The team during their brief visit, congratulated the Minister and expressed their anticipation to partner with the Government to make air travel more convenient for passengers.
