This exercise is now scheduled to conclude on September 20, 2020, and will incorporate the use of the undermentioned vessels which will be displaying the international signal for vessels engaged in such activities;

Minister Edghill Expressed Shock; Matthew’s Ridge in Region # 1 without Electricity since March
(August 10, 2020) Honourable Bishop Juan Edghill, Minister of Public Works, was today visited by Brentnol Ashley, Chairman and Sarah Browne, Vice Chairman of Matthew Ridge to discuss the matters emanating in Region One with specific emphasis on the supply of electricity.
During the brief meeting, Minister Edghill expressed shock in receiving the news that Matthew’s Ridge in Region One has been without electricity since March of 2020. Upon learning this, Minister Edghill posited, “notwithstanding the issues of the Novel Coronavirus (COVID-19) and the Ministry of Public Health safety guidelines, this matter should have already been resolved.” Further, Minister assured the Chairman and Vice Chairman that since they have made representation today, action will be taken to resolve the matter assiduously.
Additionally, Minister Edghill has instructed his team at the Hinterland Electrification Company Inc. to make contact with the engineers/mechanics on the ground to have the engines up and running immediately as he would like the people to regain their power supply tonight.

Major infrastructural developments, cheap electricity in the pipeline

THE new Minister of Public Works, Bishop Juan Edghill, said his ministry will not be working in isolation but will be moving swiftly towards achieving the government’s developmental agenda and its transportation projects to ease the burden of the people of Guyana. Minister Edghill was among the ministers sworn in to the cabinet by President Mohamed Irfaan Ali at the Arthur Chung Conference Centre on Wednesday. The Minister pointed to the establishment of a new Demerara Harbour Bridge as being high on his agenda. With this project becoming a reality, he believes that the hassle of commuting from the West Coast of Demerara will cease.

He also indicated that the government will be looking into supplying citizens with cheaper electricity. “We have to be able to provide reliable, renewable and cheap electricity. We have to be able to realise our full potential in converting our gas into fuel onshore for the industrial realisation of our country to catapult manufacturing at a cheaper cost,” he said.
The Public Works Minister said the security of the sea and river defences are also high on the ministry’s list of plans. He spoke of a quick approach to rectifying the Linden to Lethem thoroughfare.
“We have to aggressively work with the East Bank/East Coast bypass…. We have to open up interior roads, ensure that our interior airstrips are all serviceable to ensure safe commuting,” Minister Edghill stated.
Road and traffic safety were also highlighted as another sore issue which needs immediate attention. He said Guyana’s airports must be able to provide a more transformed service and must be among the top ranked in the region.
Meanwhile, Minister within the Ministry of Public Works, Deodat Indar, noted that his main priority is to ensure that Guyana’s current infrastructure is developed. “We want to make sure that the President’s vision for a transformative Guyana is now incorporated in the ministry. The ministry will also be fully engaged with the aviation sector….” Minister Indar related.

Honourable Minister Bishop Juan Edghill and Minister within the Ministry, Honourable Deodat Indar are on to an excellent start.
All Heads of Agencies under the purview of the Ministry of Public Works were promptly summoned to a meeting with the newly appointed Ministers to share executive briefs on each agency and the state of affairs on their individual policy directions.
Heads of Agencies represented at the meeting were; Mr. Horace Williams, Chief Executive Officer of Hinterland Electrification Company Inc.; Dr. Mahender Sharma, Chief Executive Officer of Guyana Energy Agency; Dr. Arron Fraser, Chief Executive Officer of Power Producers & Distributors Inc.; Dr. Albert Gordan, Chief Executive Officer of Guyana Power & Light Inc.; Ms. Claudette Rogers, General Manager of Maritime Administration; Ms. Marcelene Merchant, General Manager of Transport & Harbours Department; Ms. Gale Culley-Greene, General Director of Canawaima Ferry Service Inc.; Mr. Rawlston Adams, General Manager of Demerara Harbour Bridge Corporation; Lt. Col. (Retd) Egbert Field, Director General of Guyana Civil Aviation Authority, and Mr. Ramesh Ghir, Chief Executive Officer, Cheddi Jagan International Airport.
Hon. Minister Edghill encouraged the Agency Heads to pay keen attention to their current work plan, local & international obligations so as to assist the Government of Guyana to immediately attend to priority projects.
Additionally, Hon. Minister Deodat Indar encouraged the Agency Heads to submit their financial report so he can conduct an assessment analysis to ensure an efficient and smooth transition for the works to be completed within the Ministry and its agencies.
More so, all Head of Agencies committed to working with the newly elected Ministers with responsibility for the Ministry of Public Works as they seek to advance the infrastructure throughout the length and breadth of Guyana, to serve the people of this beautiful nation.
In the upcoming weeks Hon. Bishop Juan Edghill and Hon. Deodat Indar will be conducting visits to each agency to familiarize themselves with the management and staff.

“We are here to deliver”- Minister Bishop Edghill
(6th August, 2020) The newly appointed Minister of Public Works (MoPW) Honourable Bishop Juan Edghill today met with the various heads of agencies within the Ministry when he pointed out that himself and Minister within the Ministry of Public Works Honourable Deodat Indar “are here to deliver”.
Minister Bishop Edghill cautioned his staff to be “brutally frank” with him and to operate in an environment of communication. Moreover, he advised the heads of agencies against “dragging of feet” on the job.
Meanwhile, Honourable Deodat Indar told the staff not to be intimidated as the leadership team seeks to perform better than the previous administration. He said that, “We have to work together to deliver to the people.”
The Honourable Minister added that the President of Guyana, His Excellency Dr. Irfaan Ali campaigned for a transformational agenda for infrastructure that we have to make a reality.

The Maritime Administration Department wishes to advise that Ship to Ship (STS) transfer activities will be conducted by Esso Exploration &Production Guyana Ltd (EEPGL) within the Liza Phase 2 Field, within the Stabroek Block of the Guyana Maritime Zone commencing on July 17, 2020.
This exercise is scheduled to conclude on August 17, 2020, and will incorporate Pipe Laying Vessel Saipem FDS2 and AHT GH Navigator accompanying DB JMC 2508 which will display the international signal or vessels engaged in such activities.
The field is approximately 102 nautical miles from the Coast of Guyana and covers an area of 14 square kilometer, bounded by the following coordinates:

GUYANA SUSTAINABLE ENERGY PROGRAM FOR GUYANA NO: GRT/FM 13897-GY
The Government of Guyana has received financing from the Inter-American Development bank (IDB) / the Global Environment Facility (GEF) towards the Sustainable Energy Program for Guyana, and intends to apply part of the proceeds for the services of a Clerk of Works.
The clerk of works’ services ("the Services") include the provision of a range of on-site support services in the administration of a 150kW hydropower construction project at Kato, Region 8.
The Ministry of Public Infrastructure now invites eligible individual civil engineers to indicate their interest in providing the services. Interested engineer should submit their CVs to demonstrate that they have the required qualifications and relevant experience to perform the services.

RESPONSE TO GUYANA CHRONICLE ARTICLE
‘Lima Sands Road Require Budgetary Allocation for Construction’
(July 22, 2020) The Ministry of Public Infrastructure (MoPI) has taken note of several publications in the newspapers recently with regards to the deplorable condition of the Lima Sands road in Region Two.
The Ministry would like to state that the construction of this road is dependent on a new Budget. Notably, MoPI through its Special Projects Unit (SPU), Works Services Group had constructed an asphalt road on the approach of the thoroughfare back in 2018 to the tune of approximately $100 million.
The project undertaken by us covered approximately 2km, whereby the village road stretches for about three miles. This means that attempting to construct this road will exceed the SPU’s yearly budgetary allocation for projects. As a consequence, the Regional Engineer suggested that the project be tackled in phases to improve the condition of the road. He however cautioned that due to the heavy cost attached to the construction of the road, a tendering process could mean that the project will take a lengthier time before it comes to fruition.
The Project Engineer explained that the village road has no real structure and would have to be built entirely from scratch. Furthermore, he advised the Ministry not to carry out isolated repairs to the large potholes as this would be a waste of resources due to the present state of the road being lined with damages. According to him, the expenditure to fill the potholes can be instead used to construct a new road. Against this backdrop, he recommended that remedial works be done by the local authorities.
He said he understands that the Regional Democratic Council (RDC) of Region Two had carried out some works in the village with crusher run overlay, also in 2018, which is now deteriorated due to the weather.
The Ministry takes this opportunity to correct reports which have been publicized in the past, maliciously stating that the stretch of road constructed by the Ministry has become deteriorated. In fact, the section of asphalt road built by the Ministry of Public Infrastructure remains intact.

‘DESIGN FOR NEW WISMAR BRIDGE PRESENTED TO LINDENERS’
(8th June, 2020) The Ministry of Public Infrastructure on June 7, 2020 held its second Public Consultation on the Construction of a New Bridge at Wismar, Linden.
The meeting was conducted virtually on the Zoom platform due to the COVID-19 restrictions to mass public gatherings. The virtual Consultation was moderated by Environmental Management Specialist, Mr. Marciano Glasgow who is also a key specialist on the Project More than 100 persons joined the meeting inclusive of the Chief Works Officer at MoPI, Mr. Goeffrey Vaughn; Chief Transport Planning Officer, Mr. Patrick Thompson; Socio-Environmental Officer, Ms. Sherilyn Inniss-Alphonso; and Transport Planning Officer, Mr. Joel Flatts. The Italian Consultancy firm, Politecnica, was represented by Team Leader, Francisco Reina, Project Director Alessio Agori and Social Specialist, Valentino Shal. The firm was contracted by the Government of Guyana in 2019 to conduct a feasibility study and prepare detailed designs for the construction of a New Bridge across the Demerara River at Linden.
During the presentation, four design options were presented by Politecnica’s Team Leader. Option (A) proposed a half-through arch bridge; (B) a composite steel-concrete girder bridge; (C) a modular girder bridge; and (D) a pre-cast concrete girder bridge.
The fourth option was described as the preferred bridge solution taking into account the aesthetics, socio-economic impact, technical challenges, navigation of the river, and cost among others.
The new bridge will feature two traffic lanes, shoulders, LED street lighting, pedestrian walkway, roundabouts at the two entrance points on the eastern and western sides of the river, vehicular and pedestrian underpasses, guard rails, and a toll station. The new bridge will be 210 meters in length and have a maximum vertical clearance of more than 11 meters to allow for vessels wishing to navigate the river south of the new bridge. The new bridge is being designed according to the American Association of State Highway and Transportation Officials (AASHTO) Standards. This will allow for heavy vehicles that will come from Brazil to access Guyana’s seaport on completion of the Linden to Lethem road.
The reinforced concrete bridge has been designed for a lifespan of 50 to 100 years if properly maintained.
Lindeners were keen to express their desire that the construction and operation of the new bridge will provide employment opportunities for them in the future.
However, some participants were curious about what would be done with the old bridge given its rich history. Suggestions were made for the old bridge to be used by pedestrians, pedal cyclists, and persons with disabilities. Mr. Thompson however advised that no decision has been made yet about the future use of the old bridge. One resident, Mr. Clinton Hollingsworth also suggested that multiple accesses be made to access the bridge to reduce accidents.
Questions were also raised by Lindeners with regards to the impact of this project on aquatic life as well as the effects of air and noise pollution. Mr. Glasgow pointed out that the Consultancy Team is working on an Environmental Management Plan to mitigate the harsh impacts of this project.
